Most dudes probably assume if they talk to you it would bother you. The last decade our culture has really pushed the idea that women are scared of men and annoyed when men talk to them or flirt with them. (Not saying that’s how all women feel, that’s just the cultural vibe a lot of men get from media and social media etc) A lot of men are scared telling a girls she looks cute could be seen as harassment or seen as creepy etc…. Some guys are even worried talking to you at all would be seen as creepy.
