Is it normal for babysitters to be on the phone most of the time?

We've recently had a very similar experience, hired a babysitter through a reputable agency, paid 28 dollars an hour and they didn't clean up the kids dinner, get my older kid to bed, and were playing games on the phone while my kid was awake. Had good reviews. To me if I am paying a lot less this is fine but not for this amount. We just moved on to the next candidate etc and I would say 2/5 of them has been great and then we just rehire the great ones.

Yes- I would’ve been fine with paying $17/hr for a very basic person to just sit and watch my baby. For $28 I would’ve expected them to have some experience in early childhood education and engage in educational play. It’s crazy how these sitters get great reviews and references.

Thank you! I don’t have any families in the states, and none of my husband’s families have ever hired a nanny or sitter. We weren’t sure what to expect. I felt that the camera was placed in a very visible place so I didn’t think to tell the sitters, but you’re right, it is a breech of privacy and I’ll be sure to tell them in the future.
