Is it normal that my GTX 970 and intel core i7 6700 @ 3.4hz can only run this game at 60 FPS on all low. (My game is using the NVIDIA graphics card, I’ve made sure. I don’t have problems in other games.

Hi. I have an intel i7 6700 and a gtx 970. I assumed I would be able to run this game at 60fps on medium settings but my computer can barely handle all low settings. I've made sure my pc is using my NVIDIA graphics card. So I guess my question is: do I just need to upgrade my pc or it be damaged?
Is a NVIDIA GTX 970 and an intel i7 sufficient to run this game?
