How many Runed Harbinger Crest do you get from dungeons or raids?

Because I am getting 2 from a t8 delve and I don’t like doing dungeons. Is it a way to farm them?

And is there a different way than mystic raids and high mystic dungeons to get Gilded Harbinger Crest?
