Jaehyun worst S player?

I have seen a lot of stuff about jaehyun and him being the worst S, so I wanted to ask if anyone knows the exact buffs he gets from his ability/determination. and I was going to scout him but after seeing all the bad stuff about him I don’t think I am. And he doesn’t get boom jump at +0 even with his ability?
