I wonder

I had an interesting thought, was talking to my mother about the 11th hour pardons that Biden gave out, and she asked me if there was anyway Trump could resend them. And I honestly don’t have an answer to that question, maybe someone could help me out, if he is giving out pardons and no charges have been leveled at anyone, then he’s essentially pardoning them for nothing . So in my mind the pardons are good for nothing ? Yes I know that’s not how it works but thought it sounded good
