Locked deck items

2k rated, finished all missions on impossible, logged in today and now this...

Who thought it would be a good idea to lock deck item options? Isn't the point of playing these type of online multiplayer games that you can both use the same options and the better player will win most games? Locked deck items seems just plain stupid to me.
