How the heck do you win as Germany?

I'm talking late game... How the hell are you supposed to hold all your conquered land, especially once Musilini is deposed? The allies always weasel their way in somewhere...I don't have enough troops to guard all the possible landing points. And this is with me being at peace with the Soviet Union. I couldn't imagine fighting them too...
