Anyone else think the cops are designed to be annoying?

So I'm on the mission for the agency where you drive with Vernon to the stash spot with the really slow meth van, and I escape the lost MC. Then I call Lester to remove the cops. It's on a narrow bridge so I crash into a car. Then the cop rear-ends me, and immediately starts shooting to kill. I haven't done anything other than drive keep in mind. This wanted level prompts me to take what I thought was a stunt jump (since the cops out speed the vans top speed in third gear) and go plummeting into a canal because part of the barrier is just missing leading into said canal. Do you have any experiences like this?
