Facebook Hacked - They changed password, phone number, and email

I'm posting on a friend's behalf and trying to help her get her account back. Her account was hacked from someone in Canada and they changed everything. She received the emails about it but even then, she got back in, and the person raced her to kick her back out. I believe they may have turned on 2FA on her old account too.

Now when anyone tries to pull her up, her account is gone. Old tags are shown as regular text. Her account is disabled or pulled or something. And yet, she is still receiving notifications that this person is changing her cover photo. I'm not sure what to do. The links and resources that Facebook provides are completely useless.
