Question form Home inspection

So I did a home inspection and one item that came up was the wire in the panel was undersized for the breaker. The breaker is for the HVAC system. The seller had an electrician come out and said that it’s fine. I’m skeptical. Do you all know any situations where undersized wire is used on an HVAC breaker? In case it matters it’s a heat pump.
