Now that Legendary items are no longer bound to account...

Why are we not equipping all the commoners with legendary ancestral gear to help them bring the fight to the Demons, are we Stupid? Instead we teleport back to town every 10 minutes with an inventory full of magical equipment that would turn the average person in Sanctuary into near godlike strength or intelligence, with thousands of health etc. Instead we hand it to a blacksmith to break down into constituent parts, or we sell them for gold to some guy and nobody knows what happens to it afterward, because we never see that quality of gear show up again from them when their stock refreshes. The war against demonic powers would be over in the blink of an eye if everyone had the same gear we walk about in. Is this like big Pharma withholding the cure for cancer because it enriches us (billions of gold!) to do a deBeers on weapons and armour that could enrich the lives of everyone fantastically?
