Where does Silver scale?

My question I know people talk about Game silver Vs DBS trunks being a stomp in trunks favor but i kinda like this power scaling stuff But doesnt the 3 hedgehogs beating Solaris scale them really High (didn't play 06) I know Trunks beat Fused Zamusu another omni versal whatever character before they pulled the ultimate middle finger to Trunks Universe and Zeno had to take care of him. But I know Sonic and Shadow are praised for complex multi and I know those 2 are above silver but I was questioning where the community kinda sees Game Silver
