Am I delusional or was she flirting?

Hey everyone,

I (M23) don’t like to hit on women at the gym because I don’t wanna make them feel uncomfortable and see them around if it doesnt go well. However, recently, I was lifting when a very attractive girl came and plopped everything right by me at the benches. I didn’t think much of it, so I finished my set and got up to get a drink of water from the drinking fountain. Right when I finished my sip she was standing behind me waiting to fill her water bottle. We made eye contact as I walked passed her. When I came back to the benches, I realized that there was a lot of room everywhere else but she chose the one by me. After I got done overthinking everything I took a glance at her to and saw that she was waving and smiling at another guy. To wrap everything up I wanted to ask if she wanted me to make a move or if shes just flirty.
