Can a CRC draw blood without a certification?

Can a CRC draw blood without a certification? For instance, if they sign a training log provided by the Sponsor and are designated on the DOA for lab procedures... can they draw? I am at a hospital, so it's a little grey for me. Nurses and phlebotomists can because we have the certifications and licenses... but within research, is it enough to sign the training log?
