Dismantle vs. Iron Counterweight (SoD)

Confused feral druid here...

I wanna increase my parses in Gnomeregan. In what scenarios are 'Iron Counterweight' on my weapon better than 'Dismantle'?

Does the 3% weapon speed increase have an effect on feral druids melee abilities or does it only affect the speed of the weapon itself?
