Do we ever find out how night court makes money?

The spring court has their “Tithe.” Is it implied that this is a custom across all the courts? I don’t recall them ever discussing in depth how night court, or even the other courts for that matter, makes money. All we know is that they’re just wealthy beyond explanation.
