Character Priority + Future Pull Advice?

I started back up two weeks ago and have almost reached the end-game content! Should I prioritize any 4-stars that are universal and fit on multiple teams? I plan to try for Shorekeeper eventually. Is there perhaps anyone else I should keep an eye on?
