AP mounts?

The guy who installed the current APs is not a guy who knows a lot about networking, and thought these "mounted" positions (if you can all them that) is OK. Does anybody here have an idea besides drilling in concrete ceilings like this for proper mounting? Some areas have foam due to it previously being an insulated freezer.
