What is this tool used for.

A friend of the family’s father passed away and they’re not much for getting stuff done and passed on his old tool box. Majority of the tools were very rough and rusty but this specific tool caught my eye. I have no idea of its purpose. It may have been used for tending to horses as the guy was quite involved with horses. (Also it kinda smells like horse )
