new fulfuillment rule?

so today I was told that target is setting goals for all tms to meet when picking opu & shp. So ig you take your scheduled shift for example 6-2:30 = 8 hrs - 1 hr (for all ur breaks so 2 15s and 1 30 mins) = 7 hrs. Then take the 7 x 40 units per hour = 280 units that "must" be picked by the end of your shift. Ig now they want you to meet with a tl before you leave to. I call bs but I asked other ppl ik in diff stores and they were told the same so idk if it's in my district or company wide?

NOTE: im aware that this is very reasonable keep in mind our store is low volume so those of you saying that you picked 400+ a day are a higher volume we only hit those numbers in q4. The reason why im saying this is bc our new sd has ruined our store in just two weeks by hyper focusing on one department which causes others to be severely backed up so we spend a chuck of time just looking through backrooms unlocated and several pallets to find stuff. It doesn't help where nobody in the store is cross trained so only being 5 ppl scheduled we struggle and our leaders watch and bitch on walkies
