Has the Ditto outbreaks been fixed?

It's been more than 2 years of SV and iirc they tweaked the outbreak system to no longer favor Rufflets and Swablus, so did they fix the Ditto outbreak, or did they remove it entirely (because I've been resetting for two and a half hours by now and no luck in finding it)
