Weird Screen Glitches/Tearing

Does anyone know what causes this and how to fix it? Note the screen tearing or whatever you call it towards the top of the screen.

I got this PS3 from family recently. I'm sure I need to give it a good cleaning but haven't done that yet. I didn't think that would cause this though.
