Dealer will did not replace tire rods for recall on 2020 Nissan Sentra SV

Recently, my steering wheel has been shaking when I hit a bump on the road. I take it to a shop, the shop says tire rods need replacement. I have the paperwork. I found out that a recall is on the car for tire rods. I make an appointment with the dealership.

My understanding is that when there is a recall, the parts are replaced by default. Specifically, the tire rods will be replaced for the 2020 Nissan Sentra according to this recall notice in pics. When I dropped off the car then picked it up, the tech tells me that the tire rods were not replaced. Before dropping the car off, I told the tech that I had seen a mechanic, that mechanic said tire rods need replacement.

I showed him this recall notice that stats that the tire rods are to be replaced. He said nothing was wrong, so there is no need to replace them. We went back and forth with me arguing that a recalls warrants a replacement. How do I know my current tire rods won't fail and I lose control of the car, causing a catastrophe? Bear in mind that the steering wheel is already shaking when I hit a bump or pothole. The notice even says this could be a result.

I am not sure what to do now, any suggestions?
