Can a child device owner redeem included game?

I can’t figure out how to redeem the free Batman Arkham game for my kids account on the 3s. It has her account as device owner. When I go to store on the device it doesn’t give me an option to redeem promotions. Do I have to factory reset and put myself as device owner?
