The manual itself is intentionally made to resemble a cute little booklet that a little kid would make in the arts and crafts class in preschool or kindergarten (and with some adult supervision help from his/her/their teacher) and to also invoke the humorous charm of the Mario And Luigi Games and nostalgia of old Instruction Booklets!
In this context, it is meant to be a wholesome homemade instruction booklet that the Mario & Luigi character Connie made for the players to read, considering that she is a cute little Wattanist girl!
