Selling a land directly to a developer?

Hi all,

Say I have a residential piece of land in Tokyo, planning to build on it. But seeing all these tiny houses around makes one wonder - could an enterprising developer 分譲 it and build two houses? And if so, might perhaps they be willing to offer a nice price for it? How to find out is something I have no idea about - can you just go to a random developer who seems to be building houses on similar properties and ask for an offer? Or do you need a real estate broker for that? If someone knows, would be great to learn.
