2FA for org?

Many services nowadays require 2FA for access, usually requiring a cell phone to send verification codes to. Our org uses a number of such services, so how do we receive those 2FA codes?

1. Can't be an owner, as they're too difficult to track down to get the code
2. Can't be an employee's because they may move on
3. Have a department cell??

Or what do you guys use?
