Career Pathways Question

For the incentive payment do the actual hours spent on the course count or does the the time on the certificates count? For example I tend to only take 30 mins to finish the hour courses so does 30 minutes count towards the 15 hours or does the course certificate amount of 1 hour count towards the incentive?
