20 hours a month

So I'm new to IHSS but I have been taking care of my autistic/adhd adult brother for about a year I just signed him up for the program with me as his provider. I do everything except bathroom ADLs and he was only approved for 20hours a month. It would be 5 hours a week. Cooking/cleanup of his dinner takes about that long. I take him to dr appts med reminders med checks, med refills ect. Remind him to do personal care I mean everything how can he get more hours?
