Temp agency for McMaster or City of Hamilton

Just wondering if anyone knows if McMaster or the city use a temp agency (or have an in-house pool) to cover administrative absences. I’m a very experienced administrative professional looking for work close to home in Hamilton, but I don’t have any professional connections here. I thought this might be a way to get a foot in the door.
