1st time player. Is "Little Timmy" a real thing?

This had me laughing 🤣 I was messing with my friend who got me into playing Genshin. Literally 3rd day into the game and I come across this little troll on the bridge. I was like "wth is this kid?" Texted me friend about my new found Karen npc and this is what he says ☝️. I can't stop laughing. Is "Little Timmy" an actual NPC people hate on? This is hilarious 🤣
