What's causing this? (Sovol Klipper, SV08, 0.6 nozzle, petg-cf)

Two things: 1. For some reason it seems like my printer is not connecting certain inner wall segments (inner wall on top). Included corner picture to show it's not pressure advance. You see another little inner wall gap on the left. And ideas? Maybe I shouldn't use arachne for a larger print like this? I tried turning retraction way down, and it didn't make a difference.

1. For some reason there is a layer line when a topography difference occurs in a given layer. This only happens within a single part, and then seems to go back to normal after. Any ideas?

250 degrees C, petg-cf, 0.6 hardened.
