Bots playing campaign?

Am I losing the plot or are there bots playing the campaign? I've had a few weird instances now where seemingly new players are just outright stupid and wouldn't pass a Turing test to save their lives but this particular instance feels like confirmation.

I have answered an SHD backup request and spawned in on a character that apparently is stuck on a very mound of rubble. I've managed to get off this by rolling. Another player then spawns into the group but doesn't seem to know how to get off so fast travels to me - all two metres away - and the bot keeps running around like a headless chicken for five minutes randomly shooting (there are no enemies anywhere) and using his skills (why?).

Me and the other guy do the clap emoji at him for a solid few minutes and the thing is still doing the same.

I have two recorded videos from my phone and two more recordings from the Xbox. It's mental.
