Why isn't the Amtrak Station Downtown?

I've always been a bit annoyed that Bellingham station is so of out of the way on the edge of Fairhaven. Speaking from experience, train travel is so much more convenient when the station is centrally located and well-connected to the rest of of the city's transit system.

Not only that, but the tracks run right past downtown proper after the station, which really feels like a missed opportunity. And it's not like the path that the rail takes through downtown is surrounded by existing structures that would have made a station there prohibitively expensive.

I guess there isn't a lot of busses traffic past where the rail lines go now, but if there had been a station there, there probably would be that.

So why not have a station closer to where more of the people are and can get to?
