Why does this happen?

I was on a public exposition on a museum taking random photos on my phone and discovered that some pictures got me this... fence? Of color. Discovered that after taking the picture the lines disappeared.

I remembered that effect on videotaping when you see lines on Tungsten lights sometimes. Is this related to that?
