Moving saves from one 3ds to another

My brother is selling his 3ds and wants to keep his saves to move them onto another 3ds. Would it be possible to move all his saves to a new 3ds without a 3ds system transfer? (i didn't find the solution in the wiki automoderator sent in the comments) He is planning to get an new 3ds xl and needs to move his data from a new 3ds
