Enlistment office

I lost about 100,000 troops today while rallying somebody for rallying and attacking my alliance. My infirmary never got full so I don't understand why I actually lost troops also I thought I could get them back from the enlistment office but nothing there. I bought loyalty tags thinking that would help but still nothing and I don't seem to be getting any loyalty at all for anything....I've only used the enlistment office once we I first started so I'm not sure why I wouldn't have loyalty built up
