Konkurs M should be more widely available in soviet decks

I noticed playing 76th and 56th and dome other pact divisions. They really struggle against heavy tanks. The only options are AT planes to suicide dive to kill a tank. The your planes are always outnumbered by enemy heavy tanks. Only T-80ub can stand toe-to-toe with NATO heavy tanks. Only the Konkurs M available in 27th is the good option.

Should it become available in the future to old and new divisions. Most NATO divisions have the choice TOW or TOW-2 or Milan or Milan 2.
