Buying iPhone as a gift

I want to buy the new iPhone 15 pro as a surprise gift (they and I both have Verizon).

Is it possible to give it to someone else when I order it under my name and number from the Apple website?

Will they have to switch to some new plan if they activate it under their number? (They currently have an iPhone 8 or 9)
