Two questions in one

So first of all do y'all think that the authorities could have somehow stopped Jane if she went rogue and didn't care about her family? Like by using multiple level 8.0 if they had any? They can't use amps or deamps because If she went rogue then they couldn't have made them.

And also how rare are 7.0's, 8.0's, and 9.0's vause we have only seen 1 of each for the last two but the 7.0 tier is getting bigger and bigger. It can't be bigger than 0.02% of the population if I remember correctly though.
