Texts from a guy I just met. Curious about people's thoughts

Context: I (26F) was at physical therapy the other day and we spend an hour at PT doing exercises for our injury. When I left the clinic, a guy who was also at PT was waiting outside. He approached me & asked for my number. I struggle to say no when a guy asks for my number because I don't want them to feel rejected, I fear something may happen if I say no, and I'm always open to being friends. I let him know I am currently not dating and he still wanted my number regardless. And unfortunately this was the first text I got from him. For more context he is not from the US and had broken English. My friend's think it's creepy and potentially dangerous but I didn't get that energy from him and think maybe it's just a difference in how people express themselves in their culture? What are your thoughts, I'm just curious?
