Intermittently can't click and drag on Windows 11

Weird glitch happening where I turn on my computer and about an hour to two hours later I suddenly cant click and drag files anymore, can still move around windows and chrome tabs and such just not Chrome bookmarks or files. Any input is appreciated, thanks!
