Anything I can do about this bumpy tattoo?

So I got this done by a friend a while back, just about a year and a half ago. It’s healed (at least I think so lol), doesn’t hurt and isn’t swollen at all, just bumpy. It didn’t get bumpy until maybe a month or two into me having it and it just stayed this way since then. I have 2 other tattoos I got before this one from tattoo studios that have healed perfectly smooth, and I followed the same aftercare for this one, so I don’t think it has anything to do with that. Any advice about why it healed this way or anything I can do to fix it? I get kinda sad looking at it sometimes because the message behind it is meaningful to me and it didn’t quite turn out the way I was hoping.
