Dark times mission still bugged

This mission is still progression blocked after the 1.0 patch says it was fixed. However they said it was from an emission going on preventing it. I’m not getting an emission once I enter the camp, instead the guy I’m supposed to talk to keeps telling me he’s busy and basically tells me to fuck off. This irritates me like crazy because there isn’t anything I can do being on console, I can’t mod my way around the issue.
