Management company empty threat emails

I live in an apartment building in Illinois and our management company constantly sends out emails to residents threatening to fine us or otherwise if we don't follow various rules in our lease. I've made it a habit of saving all their emails because it's just hilarious. The most recent one, which I've seen from them before, is threatening to fine residents who don't pick up after their dogs in the dog run or who let their dogs pee on the building. It just continues to happen with no consequences.

Has anyone out there ever actually gotten fined or punished otherwise for violating something in your lease, or are you also just constantly getting mass empty threat emails from your apartment management company?

It's so ridiculous. Why make rules if you aren't going to enforce them?
