What’s the best case scenario with the QB situation for the 2025 season

Do you go get a veteran and have him play while the rookie sits behind and absorbs knowledge like how Brady suggested or immediately start the guy and hope for the best. What do you think would benefit Pete and the team more because I think the Raiders have a chance to build something quickly within the next 2 seasons if drafting and FA goes right
