Not allowed in Stores?

Hey guys, I’m enjoying the week one mod but sometimes the doors of a store are locked and if I find another way in, even without actively breaking in, the people inside get angry. I just want to buy stuff, why am I not allowed inside/why are the front doors locked with a lot of people inside?
