Increase in vericose veins lower blood oxygen level

Went to functional neurologist today. Blood oxygen level 93. I feel Like I’m not getting enough oxygen to brain. Have increase in vericose veins and blood pooling in left foot and ankle. I’m thinking this is not PPPD but a circulatory issue as I seem to get even more dizzy as I go from laying down to standing up. Head feels real heavy after I get up. Not been active since this all hit 2 1/2 years ago. Circulation issues can cause inner ear damage and tinnitus. Maybe this is a circulatory issue. Thoughts?
