Is this plant too far gone?

Not my plant! It's at my workplace. No one takes ownership of the plants here so they're all dying. They all barely get watered so underwatering is definitely an issue, and a lot are in soil that's super old and compacted. This one has had an okay amount of light but I dont think that's the main concern here.

Is it worth trying to repot it and save it, or is it already gone? Could I propagate the stems that seem to be clinging on?
